The Workers Circle Diamond Jubilee 1909-1969

A previous post covered the history of radical Jewish group The Workers Circle and their efforts to fight anti-semitism in Hackney.

Since then I have managed to get hold of a nice booklet they published in 1969 to celebrate the Diamond Jubilee of the organisation. This has now been scanned and uploaded to archive.org where it can be read, downloaded etc.

It’s in good company there – 171 documents about the radical history of Hackney have now been uploaded covering the years from 1969-2011.

The Diamond Jubilee document includes a useful history of the Workers Circle and an overview of its activities. Some highlights for me were:

“Trade Unionism has always been part of the life of Circle members. All applicants for Circle membership were asked if they were Trade Union members. All through the existence of the Circle, leadership and assistance, both financial and in propaganda, were given when on strike or in other difficulties, to the tailors, bakers, cabinet-makers, cap-makers, furriers, shop assistants etc., many of them members of the Circle.”

1917

“This was a year of special significance for the Circle’s members who had different ideas about the events surrounding the Revolution in Russia. One result was the formation of what is still Branch 9, founded by members with similar leanings.”

This branch should probably be contrasted with Branch 15 (Poale Zion) formed in East London in 1922 as an explicitly Zionist group. Unfortunately the booklet does not mention tensions between these two tendencies in the Workers Circle.

The document is also a fascinating overview of the Circle’s mutual aid efforts, including weekly legal advice sessions, a convalescent home and wideranging cultural activities including a drama group and music recitals. Of course, it wasn’t all socialising…

1926 to 1939: FASCISM AND NAZISM

“The rise of Fascism and Nazism for the last 6 years of this period involved the membership, now at its peak, in its greatest efforts.

Our members, in London and in the Provinces, were either initiators of activities, or in the forefront of united progressive action. From 1933 – 1939 they participated in every possible action against Nazi Germany, and against the Fascist movement in England.

In 1934, the Central Committee were instrumental in the formation of the Jewish Labour Council, after initiating a Conference attended by representatives of 21 organisations. This organisation led in 1936 to the formation of the Jewish Peoples’ Council against Fascism and Anti-Semitism which carried on a massive propaganda campaign. Many will remember its influence among East London Jewry and their non Jewish allies on October 4th 1936, when the Fascists were prevented from marching through East London. [i.e The Battle of Cable Street]”

Also solidarity with anti-fascist work in Spain:

“From 1936 – 1939 the Circle helped in every way the Aid for Spain Campaign, with collections of money and food. Circle members fought in Spain and some lost their lives in the fight against Fascism. The Circle was linked too in its special support for the ‘Naftali-Botwin’ Battalion of the International Brigade composed of Jews from Poland and other countries.”

It is interesting that the advent of the NHS and its resourcing through taxation had a terrible impact on radical mutual aid societies:

“The 1948 New Insurance Act (the Beveridge Scheme)) dealt the final blow from which the Circle, (and all similar Socities) has never recovered.

With compulsory Insurance contributions deducted at work, and benefits catered for by the State, the only ties that bound members were the ideological ones, (still very strong), the Convalescent Home and sheer loyalty. The decline in membership over the years, bringing our total in 1969 to under 1000, is the result of inability in the face of outside cultural and economic changes to recruit replacements for the natural diminution through death. “

Finally:

“Since 1961 the Memorial Committee supported by the Circle has campaigned in the Jewish Community for the establishment of a Memorial in London to the memory of the 6 million victims of the Holocaust.”

The UK government is now planning such a memorial.

Police attack Hackney protest against repressive legislation (1994)

On 20th July 1994 a lobby of Hackney Council, held by trades union and community groups to protest at the Criminal Justice Bill and the Council’s plan to use the new powers to evict tenants and squatters, was attacked by riot police of the Territorial Support Group. Officers were seen head-butting, punching and kicking protesters, before arresting seven people, some of whom they injured badly.

What was the Criminal Justice Act?

The Criminal Justice and Public Order Act 1994 was incredibly wide-ranging and repressive (although it did also include lowering the age of consent for “homosexual acts” to 18). The legislation curtailed arrestees’ right to silence, increased police stop and search powers and infamously clamped down on the ability of squatters, hunt saboteurs and ravers to organise.

There were several large “Kill The Bill” demonstrations in central London throughout 1994, culminating in a riot at Hyde Park in October. Summer 1994 in Hackney

In May 1994, Hackney Homeless Festival in Clissold Park had concluded peacefully, but revellers were attacked by the TSG afterwards outside the nearby Robinson Crusoe pub (now the Clissold Tavern). Alongside this, there was the day to day harassment of residents by the notoriously bent Stoke Newington police – and a general climate of cracking down on squatting.

All this meant that the demo was pretty lively:

A large demonstration outside Hackney Town Hall on July 20th ended up as a brief occupation inside. Over 250 squatters and supporters gathered to protest against the council’s ‘para-municipal’ eviction squad, the Tenancy Audit Team, and the worryingly right-wing (Labour) Chair of Housing, Simon Matthews. The occupation and disruption of the first full council meeting since the local elections, was broken up by the police, who violently intervened to eject the occupiers.

Defend The Hackney 7

Those arrested now face serious charges, which could involve heavy fines or imprisonment. Those with the worst injuries have been charged with assaulting the police. All are denying the charges against them.

The contact address for the Hackney 7 Defence Campaign was the Colin Roach Centre. The charges included criminal damage (to the town hall doors) and obstruction. The Council wouldn’t leave it there though:

The response of Hackney Council to this attack has been to support the police. In an unprecedented move the Council took out injunctions against those arrested which banned them from council property and a named squat in the borough. This blanket ban would prevent the defendants from using public toilets or housing benefit offices, without written permission.

Likewise, those who work in Hackney would be unable to go to offices of their unions without written permission, or they too would be risking arrest.

The “named squat” was Park Crescent – on the south side of Clissold Park and featured in a Spin magazine article about squatting and Hackney Homeless Festival. The squat was evicted in August 1994.

The defendants successfully challenged the Council’s injunctions in court and that part of the case collapsed.

Two of those arrested worked for the Council – one was a teacher and the other worked for Hackney Independent Living Team (HILT) – and was also an active trade unionist. The Council applied political pressure to get these workers sacked before the charges got to court. The police also gave out information to HILT and the media about the arrests, breaching confidentiality.

It appears that John McArthur, the HILT worker, was sacked and I can’t find anything to suggest he was reinstated. It looks like he continued to play an active role in trade union matters in North London, later writing about his experiences with striking JJ Fast Foods workers in Tottenham.

The seriousness of the charges and Council’s victimisation was slightly lightened by the tragic/comic events of another protest later in the year:

Hackney 7 Trial

The trials of the seven people nicked on the Hackney Town Hall demo are now complete. They were arrested during the picket against attacks on squatters and tenants in the borough, and against the then impending Crimjustbill.

The bad news is one bind-over, one conditional discharge and one pleading guilty. The other four got off in exciting courtroom dramas. The cases against Ronnie and Mervyn ended, after a long and fairly positive week of disproving the cops’ stories, when one of our barristers collapsed, and the prosecution decided they couldn’t handle a retrial.

In the other case Simon got off when the magistrate disagreed that the four punches shown on video were ‘reasonable’ restraint as PC Moore claimed, and the prosecution gave up over Jake after the other police witness couldn’t explain his complete invisibility. Countercharges for assault, perjury and conspiracy are planned.

Simon had been charged with assaulting a police officer, but video footage taken by activists at the protest showed that the reverse was true:

In two cases the judge recommended that video evidence of assaults by members of the Metropolitan Police Territorial Support Group (riot squad) be passed on to the Director of Public Prosecutions. We are not holding our breath.

According to the Anarchist Communist Federation, some of the defendants were issued with fines of “up to £3,300”.

The Criminal Justice Act became law on 3rd November 1994. The Labour Party abstained.

Events last week in Bristol remind us that there is a fine tradition in this country of opposing the introduction of repressive legislation – and making it unenforceable if necessary when it is passed.

Monument plan for H Block prisoners in Hackney (1981)

A TV news item on the culture war about a statue – from November 1981. The clip reports on the scandal around a campaign for the construction of a monument to ten dead Irish Republican hunger strikers.

Five Labour councillors signed a petition supporting the camaign, but there seems to have been some confusion about whether they knew what they were doing… (insert joke here about Hackney councillors).

The petition was also signed by Ernie Roberts, MP for Stoke Newington, who subsequently withdrew his support.

The call for the monument (and the more pressing need for political recognition of Irish Republican prisoners) was organised by the Smash The Prevention of Terrorism Act Campaign, which according to the comrades at Powerbase was a front for the Revolutionary Communist Tendency. (The Tendency was becoming the Revolutionary Communist Party in 1981 when all this happened. It then evolved into the wildly dodgy Living Marxism/LM before mutating further into the contrarian tentacles of the network around Spiked! and other wrongness).

Hackney was one of several frontlines of the RCT’s battle for Republican prisoners. One year before the monument furore, the Tendency had organised a march from the Town Hall to mark the beginning of the hunger strike:

On 13th October of 1981 the Smash The Prevention of Terrorism Act Campaign ran a meeting at Stoke Newington Town Hall with “relatives of the H-Block Prisoners and prominent hunger strike activists from Ireland and Britain”.

So naturally, the RCP/T seized the opportunity to make political capital out of the monument campaign in their paper The Next Step:

Needless to say, the monument did not get built. But who were the councillors who may or may not have supported it?

Bella Callaghan went on to be Mayor of Hackney from 1983-1984.

Ron Heisler, is a socialist and self-described “delinquent historian” with a penchant for visiting all the left wing bookshops in London (admirable pursuits, I am sure you will agree).

Patrick Kodikara was well known in the eighties as a black activist. Mr Kodikara sadly died earlier this month and his obituary at the Guardian is well worth a read. He has previously appeared on this blog in relation to defunding Hackney police and there is footage of him in the extended news clip on Hackney Schoolkids Against the Nazis.

The standard work on the H-Block hunger strikes and the conditions from which they arose is Ten Men Dead by David Beresford. I would also recommend Culture Wars: The Media and the British Left by James Curran, Ivor Gaber and Julian Petley on the general media climate of the time and its focus on “loony lefty councils”.

I’ve been meaning to write about this for some time, but recent events have reinforced the need to. (My usual caveats apply even more – I am not an expert, I am still learning, doing this is part of my process of learning. Comments and criticisms are welcome.)

There are decades where nothing happens;
and there are weeks where decades happen

I support this campaign and appreciate the conversations about the legacy of slavery in the borough that it will deepen.

The day after this video was uploaded, Hackney Council announced its review into landmarks and public spaces. The Council followed this up with a further announcement of a listening exercise on future of the Sir Robert Geffrye statue in the grounds of the Museum of the Home. As noted on the museum’s website, Geffrye made his fortune with the East India Company and the Royal African Company. (The museum changed its name last year from the Geffrye Museum of the Home.)

Also this week, a sign bearing former Hackney resident John Cass’ name was removed from student accomodation Sir John Cass Hall on Well Street E9.

Finding out more about Hackney’s connections with slavery

The abolitionists buried in Abney Park Cemetery and other Hackney residents who campaigned against slavery are well documented (although not by me, yet!). But as singer Dennis Brown put it: `”what about the half that’s never been told?”

As we will see, Hackney significant numbers of residents who profited from slavery alongside those who actively campaigned against it.

Some excellent work has been done on this already by Hackney Museum and Hackney Archives (on whose coat-tails I trail – and not for the first time). Local Roots / Global Routes is a great portal with a number of articles and teaching resources.

Martha Rose McAlpine’s 15 minute film is an excellent primer on English colonialism, African slavery, its legacy and how this applies to Hackney:

Kate Donnington’s article The Slave-Owners of Hackney: Re-thinking Local Histories of Abolition and Slavery is recommended. She has expanded on this in a chapter of the book Britain’s History and Memory of Transatlantic Slavery: Local Nuances of a ‘National Sin’ (Liverpool University Press 2016) – some of this can be read via Google Books. Otherwise it’s £85, so order it from a library when that is possible again. (Update – Katie has been in touch to say that the draft chapter can be read for free here.)

Madge Dresser’s – Set in Stone? Statues and Slavery in London (History Workshop Journal, Volume 64, Issue 1, Autumn 2007) is very topical but not Hackney specific. It includes useful summary of London’s slavery-related statues.

Radical History + Ropes = Splash

Bristol leads the way

Sometimes this site can seem a bit esoteric or nostalgic. I think the real value in radical history is in inspiring people to act and to show the links between the past and the present. Until last weekend the suggestion that we should get rid of memorials to slave traders was an impossible fringe idea held by a few long term dedicated law abiding campaigners.

But then the people of Bristol took matters into their own hands and dumped a statue of Edward Colston in the river. And now it all seems like common sense. Suddenly loads of people are thinking about the legacy of colonialism and slavery – and what history is. It’s notable that Bristol has a very active radical history group which has campaigned about Colston’s presence for many years as well as documenting WW1 conscientious objectors and building a memorial for inmates of Eastville Workhouse.

Of course, some of my more cynical comrades will argue that the removal of statues and other memorials is window dressing, a token effort that does nothing to really address the enduring legacies of colonialism, slavery and the racist ideology that underpinned them. I would argue back that starting with the simple stuff, the low hanging fruit, is a necessary step to get to the other issues. Or at least it will have to do in the absence of a more militant revolutionary alternative. The conversations we have about this are just as important as the physical removal of the items from the public realm.

Hackney Council’s “review of statues, buildings and public spaces named after slave & plantation owners” is a great initiative. But as events at Bristol have shown us, people will not wait forever…

Three Slave-Owners still memorialised in Hackney

This is starting point that summarises what I’ve been able to find out so far (something that has only been possible because of work done by many others). Its focus is on people connected to Hackney who profited significantly from the slave trade and who still have tributes in public spaces here as of June 2020. There may be more.

Sir John Cass (1661-1718)

John Cass was also a City Alderman, but in the Tory interest. Though never Lord Mayor, Cass served as Sheriff then as Member of Parliament for the City of London and became a Knight of the Realm. He too was involved in the slave-trade, being a member of the Royal African Company’s Court of Assistants from 1705 to 1708. The Company records show him (then ‘Colonel John Cass of Hackney’) to have been on their ‘committee of correspondence’ which directly dealt with slave-agents in the African forts and in the Caribbean. We know too that Cass retained shares in the Royal African Company until his death. Cass […] also seems to have been linked by family and friends to colonial plantation interests, in his case to Virginia.

Cass lived in Grove Road, South Hackney – which looks to now be the north end of Lauriston Road E9. His legacy in the borough includes:

  • Cassland Road (runs between Well Street and Wick Road)
  • Cassland Crescent E9
  • Cassland Road Gardens (a park in E9)
  • Sir John Cass Hall (student accomodaton E9 – sign removed June 2020)

The Tyssen family and William Amhurst Tyssen-Amherst, 1st Baron Amherst of Hackney (1835 – 1909)

The Baron

According to Wikipedia “Tyssen-Amherst is chiefly remembered as a collector of books, manuscripts, antique furniture and other works of art. He became famous for his Egyptian collection.” Which sounds lovely, but the shine wears off when you find out where the family wealth came from. (Also rich Europeans “collecting” things from Egypt is a whole other colonial story…)

The family seems to have a weird fetish for naming all their male children the same names, which makes things slightly confusing. (Perhaps this was a commonplace posh person thing then?) Of particular interest are:

Francis Tyssen the elder (1624 – 1699). “Came to England from Flushing in Holland in the 1640s and settled in London. He owned plantations in Antigua in the West Indies, from leasing which he accumulated sufficient capital to purchase the Shacklewell estate at Hackney in 1685.” (source)

Francis Tyssen the younger (1653 – 1710). Wealthy London merchant, owned property in Hackney, Hoxton, Shoreditch, Stepney, Whitechapel, Essex and Huntingdonshire. Also owner of Bridges plantation in Angitua, inherited from his father Francis the elder. From his will, it does not appear that the Antiguan property was his principal asset.

Samuel Tyssen the elder (1698 – 1749). Younger son of Francis Tyssen the younger and his second wife Mary nee Western. Inherited Bridges plantation in Antigua and property in Huntingdonshire under the will of his father.

The wealth that the family accumulated from slavery was put to good use. William George Daniel-Tyssen (d. 1838) was the parish of Hackney’s largest landowner in 1831.

The Tyssen famly lived at The Old Manor House, Shacklewell, which was Hackney’s largest dwelling in 1672. Not satisfied with this, they purchased the New Mermaid Tavern on Church Street (now Mare Street) and demolished it so that their new house coud be built there in 1845. Whilst this is hardly the worst of their crimes, I would argue that buying up a pefectly decent pub and turning it into your family home is the mark of a scoundrel. The plaque above currently nestles between Shoe Zone and Admiral Casino on the Narrow Way, so the building has at least returned to more proletarian purposes, whatever we might think of them.

Many of the family are buried at the nearby Church of St John at Hackney.

It looks like William’s eldest son (also called William, what is it with these people?) became William Amhurst Tyssen-Amherst, 1st Baron Amherst of Hackney in 1892. (I’m not 100% on this because the genealogy of noblemen is not my forte especially when they all have the same forenames).

According to the extremely comprehensive entry on the Tyssens at the Landed Families of Britain and Ireland blog “The family remain the lords of the manor of the three Hackney manors, although most of their estate there has now been sold off.”

The Tyssen family is memorialised in Hackney to this day by the following:

  • Tyssen Street E8
  • Tyssen Road N16
  • Tyssen Community Primary School, Oldhill Street N16

Perhaps Amhurst Road, Amhurst Park and Amhurst Terrace could also be named after The Baron?

Sir Robert Geffrye (1613–1703)

As noted above Geffrye made his fortune with the East India Company and the Royal African Company. He did not live in Hackney, instead spending much of his life at Lime Street in the City.

His relationship with Hackney began when he died in 1703:

The residue of his estate was to be devoted to the erection of almshouses in or near London. The company accordingly purchased a piece of ground in Kingsland Road, on which they built fourteen almshouses and a chapel, and appointed rules for their government on 17 Nov. 1715 (Nicholl, pp. 569–73). There are now forty-two pensioners, each of whom receives 12/. per annum. In the foreground of the building is a statue of Geffrey, executed for the Ironmongers’ Company in 1723 by John Nost, and […] in 1878, Geffrey’s remains and those of his wife were re-interred in the burial-ground attached to the almshouses (Notes and Queries, 5th ser. xi. 57).

His statue in the grounds of the Museum of the Home is under review. But nearby you also have:

  • The Geffrye Almshouses (in which the museum is hosted)
  • Geffrye Street N1
  • The Geffrye Estate (owned by Hackney Housing)
  • Geffrye Court (a block on the estate)
  • Geffrye Court (also a street name)

And the rest

The Boddington family – Boddington & Co

The Boddingtons were a powerful merchant and planter family whose involvement in the slavery business spanned three generations. Benjamin Boddington (1730-1791) and his brother Thomas Boddington (c.1735-1821) were West India merchants. Both men were involved with the South Sea Company and Benjamin was a Director. The Company won the right to something called the Asiento following the Treaty of Utrecht in 1713. This gave the company the sole right to sell enslaved Africans to the Spanish.

Samuel and Thomas the younger were eventually awarded £39,712 in compensation for 2100 enslaved people in Antigua, St. Kitts, Nevis, St. Vincent and Jamaica. Some of their plantations were owned by the family because they had lent money to their business contacts in the Caribbean and when those people couldn’t pay them back they took their property as a forfeit for the loan. In this sense their ‘property’ could include both enslaved people as well as the plantation.

In 1766 the senior Boddingtons were residing in Hackney; Benjamin was living in Clapton and Thomas in Upper Homerton.

Hackney, Sugar and Slavery: Teachers Resource – Local Roots / Global Routes

The Boddingtons were also a Dissenting family which suggests that religious radicalism did not always go hand in hand with abolitionist beliefs.

When slavery was abolished in parts of the Briitsh Empire in 1833, it was the slave owners who were compensated by the government for the loss of their “property”. The total sum given to them was £20 million, which was 40% of the national budget, equivalent to some £300 billion today. The British tax payer helped to pay back the loan required for this – a debt that was only settled in 2015.

These payments have left a paper trail, which has been used to create the Legacies of British Slave-Ownership database at University College London.

Entering keywords Clapton, Dalston, Hackney, Hoxton, Shacklewell, Stamford Hill and Stoke Newington into the database gives results for a total of 43 recipients of compensation (including those listed above). So there is more work to do on this…

Hackney Fascists: “Enoch Powell Is Right” Party – 1981

The National Front and its several disputatious progeny fought a minimal election campaign in the May 1981 County Council and Greater London Council elections […]

A further [NF] splinter group labeling itself “Enoch Powell Is Right” fought the three seats of the Borough of Hackney and also Stepney and Poplar. At least two of these four candidates had fought seats for the NF in the 1977 GLC and 1978 borough elections […]

The four “Enoch Powell Is Right” candidates averaged 2.6% [of the vote].

You can see from the results below that the Enoch Powell Is Right (EPR) candidates actually stood against the National Front (NF) ones, splitting the fascist vote cleanly in two:

Robin May went on to form the British National Party with John Tyndal in 1982.

Enoch Powell himself was intimate with Hackney Conservatives in the 1970s.

The Workers’ Circle – fighting anti-semitism in Hackney

I’ve been a bit negligent in documenting Jewish radicalism in Hackney so far. The reason for this that there is so much of it that it’s a slightly intimidating prospect.

One of the first books I ever read about the radical history of Hackney was Morris Beckman’s superb The 43 Group: The Untold Story of Their Fight Against Fascism (Centerprise, 1993). Doing a blog post about the 43 Group seems pretty redundant when Beckman’s book is such an amazing combination of social history, good humour – and Blackshirt Fascists getting righteously duffed up. It’s recently been republished, so you really should be reading that instead of this.

On a similar note, even listing radical Jewish people who have been active in Hackney is fraught with problems as I’m sure I’d leave someone out. And the nature of radical politics is that many of the people I have in mind have wildly divergent politics anyway – “Jewish radicalism” isn’t just one thing.

Let’s just start by saying that there is a continuous line of radical Jews in East London from at least the formation of the Hebrew Socialist Union in 1876 right up to Jewdas today. I say “East London” because Jews were generally concentrated around the industrial heartland of Tower Hamlets in the 1870s. Moving out to the leafy suburbs of Hackney became fashionable (and economically viable) between the wars.

Nevertheless, radicals like gentile Rudolf Rocker lived in Shoreditch in 1896 whilst editing the Jewish Anarchist paper Arbeter Fraint (Worker’s Friend). And we know that fellow anarchist Emma Goldman (who was Jewish) attended fundraisers for the paper in the East End too. (She properly disses Eastenders for all being drunkards in her autobiography Living My Life though).

The paper eventually gained a circulation of 5,000 copies. There is more on Arbeter Fraint at the excellent London Rebel History Calendar site by our comrades Past Tense.

Arbeter Fraint activists Arthur Hillman and Nathan Wiener were also involved with setting up the Workers’ Circle Friendly Society.

This superb article by David Rosenberg describes the energetic atmosphere of early Jewish radicalism in London. It includes the following about the establishment of the Workers’ Circle in 1909:

[Morris Mindel] chaired a group including anarchists and socialists that established the Circle. While unions fought for better conditions in individual workplaces, the Circle organised joint activities across occupations to strengthen secular Jewish working class life and culture in the East End.

Other friendly societies at the time were often boosted by an initial injection of philanthropic money, but the Circle stuck firmly to its principles of doing everything from its own resources and from the bottom up. It collected weekly subscriptions from members to fund its initiatives. Its most basic economic role was providing benefits for members facing great hardship. Those who were long-term unemployed through illness could draw benefits. Those suffering bereavements could arrange secular Jewish burials through the society.

It established a building fund and in 1924 purchased a large building in Whitechapel known as Circle House which had two halls, a library and several meeting rooms.  On Thursday nights, two sympathetic law graduates provided a free legal advice surgery. The Circle’s “propaganda committee” set up a series of Friday night lectures. On Sunday nights it offered concerts and Yiddish theatre performances.

In the late 1920s young Polish Jewish immigrants colonised a top floor room to establish the Progressive Youth Circle, which used Yiddish as the medium for discussion on women’s rights, free love, communism and Zionism. They invited trade unionists and political activists to speak to them, studied left wing writers, and developed Proltet an agitprop Yiddish workers’ theatre group.

Jack Shapiro recalls that the Workers’ Circle was “full of a vast variety of militants fresh out of the revolutionary parties in their own countries [whose] militancy and keenness to keep the struggle alive was an important inspiration to young people such as myself.” 

Joe Jacobs gives a flavour of the day to day activities of the Circle in his autobiography Out of the Ghetto: My Youth in the East End – Communism and Fascism 1913-1939 (another book everyone should read):

There was the Workers’ Circle, “Circle House”, in Alie Street, a hive of working class activity. This was a Jewish organisation organised on the basis of a friendly society with all sorts of mutual aid activities. Many of the leading lights had tried to bring a little of the ‘old country’ into their lives. They were former ‘Bundists’ from Poland, Anarchists and Libertarians from all parts, Socialists and Freethinkers. Every shade of Russian and European Labour thought and action were represented here. In addition there were Zionists and other purely Jewish organisations. There was a very good bar – no alcohol, but good food, continental style, Jewish of course. Chess and draughts as well as the inevitable dominoes were played for hours on end.

The National Archives notes that the Workers Circle began partly because its founders “did not find existing Jewish friendly societies suitable, because of their religious and class bias.” Morris Mindel’s son Mick later mentioned that the Circle’s rules and regulations “caused quite a stir among bourgeois friendly societies, especially the declaration that we welcomed women to free membership”.

Indeed, in this short lecture, a Mr Pearce recalls that many of the working class audience at Workers Circle concerts didn’t quite know how to behave properly:

The second half of Pearce’s lecture covers the discussions around how Jewish groups should respond to the rise of Fascism in the 1930s. He mentions a delegation from the Workers’ Circle visiting the Board of Deputies to discuss setting up Jewish self-defence organisations. And being rebuffed. Undeterred, the delegates worked with other radical groups to set up the Jewish People’s Council Against Fascism and Anti-Semitism. All seven members of the first executive committee of the Council were Workers’ Circle members.

The Council organised opposition to a British Union of Fascists march through the East End on October 4th 1936 which became the infamous Battle of Cable Street. Joe Jacobs notes that people who required legal assistance after Cable Street were instructed to go to Room 5 of Circle House.

Pearce also states in his lecture that Workers’ Circle members volunteered to fight against Fascism in the Spanish Civil War, some being killed as part of the conflict. In her dissertation on East End Jews in Politics, Elaine Rosa Smith mentions that the Workers’ Circle was involved with fundraising for anti-fascists in Spain and subsequently aid for Jewish child victims of Nazism in Poland.

David Renton’s Fascism, Anti-Fascism and Britain in the 1940s gives some clues about the continuing work of the Circle after the war in 1947:

In London, the Workers’ Circle concentrated on putting pressure on the London City Council not to let halls to fascists, and the Circle also called a large anti-fascist public meeting in Shoreditch Town Hall. Although the Circle was active it was not complacent. Members of the Workers’ Circle criticised the Circle itself and other Jewish organisations for not doing enough. As M.D. Rayner commented, “At the fascist meetings at Hackney, Bethnal Green etc., individual Jews were present, and they were vocal and otherwise active, but the communal organisations and leadership had fallen down.”

The National Archives notes a general decline in Circle mutual aid activity after the war:

In its heyday there were about 3,000 members paying 2s. 6d per week for which they got 30 shillings a week when sick, £5 towards cost of seeing specialist and grant to buy false teeth and glasses. [1] […]

The Second World War saw another decline in membership, destruction of the Alie Street hall and considerable damage to the rest of the premises. The formation of the NHS also reduced the incentive for membership.

After the war Circle House was sold and the organisation moved to 13 Sylvester Path, Hackney, in 1956. Membership continued to decline, with branch mergers, though post-war activity included an exhibition on the Warsaw Ghetto uprising and support for the the state of Israel.

It’s clear from the “how to fight anti-semitism” flyer at the top of this post and the Renton quote above that the Circle had been active in Hackney and Stoke Newington prior to its HQ moving here, so I think we need to up our game in documenting its activities in the Borough. (If you have anything to add to this piece, leave a comment!).

Two members of the Workers’ Circle went on to be Mayors of Hackney:

Sam Cohen (former Workers’ Circle Chairman) became Mayor of Stoke Newington in 1959 and Mayor of Hackney in 1978.

He seems to have fared better than Solomon Lever who was Mayor of Hackney from 1951 to 1952. Solomon was the acting general secretary of the Workers’ Circle in 1959 when he was tragically and brutally killed as part of a robbery of its premises at 13 Sylvester Path.

The Workers’ Circle closed down shortly after its seventy-fifth anniversary in 1985.

LONDON RADICAL HISTORIES

On December 11th 1875, a crowd of several thousand people assembled on Hackney Downs, East London, to take part in the destruction of fences newly built around enclosures on what was traditionally regarded as common land.

By the early nineteenth century Hackney Downs had long been established is custom as lammas land, which gave locals rights to pasture their animals from Lammas Day, August 1st (though this may have dated from August 12th locally), for a number of months – usually until April 6th the next year. The ability to graze livestock on common land was long a vital part of subsistence for hundreds of thousands of the labouring classes in rural society, and its gradual (and later, on a large scale) restriction by enclosure of agricultural land had a huge impact, increasing poverty and hardship, and contributing to mass migration into cities over centuries.

It’s not possible to embed the films on the ITNsource site, but I have taken some screenshots. This is a 73 minutes of unedited footage of anti poll tax protests outside English Town Halls in March 1990.

The last half an hour is all from the Hackney protest. It includes the police setting up as well as a lot of pushing, shoving and chanting during the protest itself. There are arrests and de-arrests. Paddy Ashdown is called a wanker during an interview – and a more reasonable protestor remonstrates with him about police violence.

There are also shots of the much missed Samuel Pepys pub and the Narrow Way etc as you haven’t seen them for some time…

It’s not brilliant quality but it is still an amazing thing to see.

A peoples’ account of the Hackney anti-poll tax demonstration on March 8th 1990.

Lots of eye-witness accounts of conflict with the police outside the town hall, shops being vandalised on the Narroway and even an attack on Hackney police station. With guest appearances by Paddy Ashdown and Glenys Kinnock.

(Not to mention the usual sterling work by HCDA in assisting people who were falsely arrested and fitted up).

1275 The area that is now London Fields was recorded as common pastureland adjoining Cambridge Heath. In 1540 the name London Field is found recorded as a separate item consisting of around 100 acres in changing ownership of land. London Field was one of the many “commonable lands” of Hackney where the commoners of the parish could graze their livestock on the fields from Lammas Day (Anglo Saxon for bread mass), August 1st, celebrating the first loaf after the crops had been harvested, to Lady Day, March 25th. This arrangement was known as Lammas Rights and was protected by law. (from here)

1700s In the Marshes towards Hackney Wick were low public houses, the haunt of highwaymen. Dick Turpin was a constant guest at the “White House” or “Tyler’s Ferry” and few police-officers were bold enough to approach the spot.

1750 onwards Clissold House (originally named Paradise House) was built, in the latter half of the 18th century, for Jonathan Hoare, a City merchant, Quaker, philanthropist and anti-slavery campaigner. (His brother Samuel was one of the founders of the Society for Effecting the Abolition of the Slave Trade.). The grounds of the house went on to become Clissold Park.

1793 Big open-air demonstration on Hackney Downs, in support of the revolutionary gains in France. The tutors Richard Price, Joseph Priestley and Gilbert Wakefield organised lectures on the French Revolution at the New College, a non-conformist academy (“by-word for revolutionary opinion”) at Lower Clapton.

1840 Abney Park Cemetery opens as the first fully non-denominational burial ground in Europe (where anyone could be buried, but especially non-conformists, dissenters etc). Many anti-slavery campaigners are buried there.

1845 Victoria Park is opened following a petition by 30,000 local people to Queen Victoria. “There was no bathing pool provided and local youths were in the habit of bathing – naked! – in the adjacent Regent’s Canal.  Attempts to police such shocking behaviour were unavailing and within a few years a pool was provided in the park itself.” – Victoria Park, East London: The People’s Park

1848 Chartists meet at Bonners Park (near Victoria Park) to march on Parliament.

1860s Hackney Downs open space (originally common land) preserved as parkland as a result of pressure by the Commons Preservation Society.

1866 Widespread pickets and demonstrations for universal male suffrage as advocated by the Reform League during summer. After disorder at Hyde Park the Tory government banned all protest meetings throughout London. The ban was widely ignored; a huge “illegal” rally took place in Victoria Park.

1872 180 acres in Hackney are preserved as public open space and protected from the encroachment of development. Including Clapton Common and Cockhanger Green (now boringly called Stoke Newington Common).

In the 1880s the grounds of Clissold House and the adjacent Newington Common were threatened with development, and two prominent campaigners, Joseph Beck of The City of London and John Runtz of The Metropolitan Board of Works (MBW) persuaded the Board of MBW to buy the land and create a public park. 1885 William Morris speaks at Victoria Park:

The political culture of the day was not simply confined to the clubs and indoor meeting places. The open-air meeting, whether in the park, or on the street corner, remained the principal forum for addressing the uninitiated, convincing the unconvinced, spreading the word. William Morris was one of the mast well known public speakers for socialism of the period, and visited Hackney often. There is a fine portrait of him speaking to a crowd in Victoria Park in 1885 in Tom Mann’s Memoirs:

He was a picture on an open air platform. The day was fine, the branches of the tree under which he was speaking spread far over the speaker. Getting him well in view, the thought came, and has always recurred as I think of that first sight of Morris – “Bluff King Hal”. I did not give careful attention to what he was saying, for I was chiefly concerned to get the picture of him in my mind, and then to watch the faces of the audience to see how they were impressed…. Nine-tenths were giving careful attention, but on the fringe of the crowd were some who had just accidentally arrived, being out for a walk, and having unwittingly come upon the meeting. These stragglers were making such remarks as: ‘Oh, this is the share-and-share-alike crowd’; ‘Poverty, eh, he looks all right, don’t he?’ But the audience were not to be distracted by attempts at ribaldry: and as Morris stepped off the improvised platform, they gave a fine hearty hand-clapping which showed real appreciation.

1887 Free speech demo in Victoria Park in March.

1889 Clissold Park was opened by the newly formed London County Council (LCC). The two ponds in the park are named the Beckmere and the Runtzmere in honour of the two principal founders.

1926 Victoria Park is the site for some enthusiastic speeches in support of the General Strike. The park is closed briefly to the public during the strike when the army is stationed there – for reasons which seem to be unclear.

1930s Hackney Red Radio (a branch of the Workers Theatre Movement) perform agit prop and pro-working class skits and plays. The group performs in parks, streets etc, including London Fields, where they are pelted with over-ripe tomatoes by an unappreciative audience on one occasion.

We Show you how you’re robbed and bled;
The old world’s crashing,
Let’s help to smash it
And build a workers’ world instead.”

1936 British Union of Fascists holds regular rallies in Victoria Park including clashes with anti-fascists. Also a large anti-fascist meeting in July organised by the Trades Councils of North and East London: “A mile long procession headed by a brass band culminated in a large public meeting which declared its unalterable opposition to fascism and to the war which it would inevitably lead.” Fascists attempt to march through East London in October for another Victoria Park rally, but are prevented from doing so by anti-fascists: The Battle of Cable Street. They did not pass.

1939 Trenches are dug in Hackney Downs, Victoria Park and other open spaces at the outset of the 2nd World War.

1971 American GIs and others attend a rally protesting against the Vietnam War in Victoria Park. Includes performances from actors Mia Farrow and Vanessa Redgrave and a set by folk singer Barbara Dane amongst others.

1990s The demolition of London Fields Lido is resisted by the people of Hackney, including standing in front of the bulldozers. Local people led campaigns to reopen the Lido and cleared away vegetation. The children’s paddling pool which was closed in 1999, was reopened by local people for summer seasons. In 1998 the Lido was squatted for housing, a café and communal events. In August 1998 there was the Carnival of the Dispossessed, a benefit for Reclaim The Streets. The Lido was squatted for a second time 2002-2005. (From Past Tense)

1991 Anti-Fascist Action sponsor Unity Carnival on Hackney Downs:

“AFA had surprised everyone by organising the biggest anti-fascist event for over a decade, drawing 10,000 people to the Unity Carnival on Hackney Downs. Supported by a wide range of organisations, from the Hackney Joint Shop Stewards Committee, to the Fire Brigade Union, the Carnival programme again drew attention to rising levels of race attacks and urged people to become pro-active: ‘We have organised today’s event to draw attention to the growing number of racist attacks especially in east London. The fact that some sections of the community virtually live under siege is unacceptable and we hope you are prepared to do more than just come to this symbolic show of unity. Support the activities on the back of this programme to get organised and do something to stop racist attacks.'”

1996 Hackney Anarchy Week, a ten day festival including a punks’ picnic and 3-sided football match in Clissold Park.

2007 After much resistance and protest, the Manor Garden Allotments (near Hackney Wick, but apparently not technically in Hackney!) are demolished to make way for the Olympics. Similar struggles take place on Hackney Marshes (where football pitches are closed to make way for a coach park)

2012 A small “Occupy London” camp sets up briefly in Haggerston Park.
